The [Spyder] clan has offered for the past couple days a Non-Stop Pegasus mod server for up to 16 people(Though I dont think it will go up that high.) Well, were going to try to keep it up 24/7 now running it off of my old computer now, so there is at least one server that is constantly running the mod! I have a question though, would the server`s IP be my ISP that I normally runt hough?

If you have it on a router it's "outside" world IP will be the one your connection (Modem, Broadband,DSL) gets from your ISP.

With NOLF1 you need an upload of 10KB per player slot so if you have an upload of 32kb like me for example then the most you can handle is 3 players, 4 would ne possible at a pinch.

As for ips internal networking ones should fall in:

10.0.0.0 --- 10.255.255.255
172.16.0.0 --- 172.31.255.255
192.168.0.0 --- 192.168.255.255

As these are reserved addresses, and are often labelled as lan addresses, wan addresses are the real ips used to communicate with the outside world, and will be the one which you will need to use, if you are using a nat setup then you will need to ensure your router has port forwarding tables set up.
